Endorsed at the India-EU Summit on 29th March 2016, the CAMM is largely a broad and flexible vision document offering a comprehensive framework on addressing the issues of migration and mobility between India and the EU. The High Level Dialogue(s) on Migration and Mobility (HLDMM) initiated in 2006 have also been providing an overall steering mechanism for implementation of the CAMM. Additionally, the 4th HLDMM held in Brussels in April 2017 paved way for moving forward through technical collaboration and undertaking projects in several broad areas of mutual interest. The CAMM Technical Support Project was consequently initiated for primarily supporting the EU-India High Level Dialogue on Migration and Mobility (HLDMM), for implementing the Common Agenda for Migration and Mobility (CAMM) and for undertaking the mutually agreed activities listed below:
- Data collection on status and trend of migration between India and EU;
- Study on link between EU’s New Skills Agenda for Europe and Skill India Initiative;
- Study on matching migrant’s skill to labour market needs in EU countries;
- Overcoming barriers of legal migration (comparative analysis of grant of visa by EU Member States and identify for best practices);
- Social Security Agreement- working of the current arrangement between India and Member States of EU;
- Collaboration on Mutual Recognition of Academic Qualifications;
- Technical cooperation and training for skill development of Indian migrant such as developing curriculum for the module in Pre-departure Orientation Programme;
- Mutual recognition of skills in India and EU Member States;
- Identification of certain common areas in the Global Compact on Migrants and Refugees such as on protection of human rights and labour standards for joint project;
- Technical discussions to identify issues on readmission of irregular migrants from EU Member States to India- starting with exchange of facts and figures, technical discussions, experts level visit, discussions on setting up common operating procedure for return of irregular migrants from EU Member States to India.
- Joint fact finding mission on human trafficking between India and the EU
- Technical assistance in the Mobility Partnership Facility including organization of conferences and seminars.
The International Labour Organisation, New Delhi (ILO) and Brussels based International Centre for Migration and Policy Development (ICMPD) are implementing partners of the project from the EU side, whereas the India Centre for Migration (ICM) is the local partner for the project from the Indian side.
Additionally, the Project has been supporting the promotion of better mobility and migration governance between the India and the EU under the following priority areas:
- Pillar 1: Regular Migration - Better organizing and promoting regular migration at relevant skill levels and fostering well-managed mobility, including the enhanced issuance of visas.
- Pillar 2: Irregular Migration - Preventing and combating irregular migration and addressing trafficking in human beings.
- Pillar 3: Maximising the Development Impact of Migration - Maximising the development impact of migration and mobility, including through cooperation on social security issues between India and the EU member states.
- Pillar 4: International Protection - Promoting international protection, in line with the respective obligations of the signatories.
Over the past four years, the project has implemented several events, workshops, activities and research studies. The Project closing seminar was held on February 24, 2022. The event reflected upon the main outcomes of the project as well as captured views and suggestions for what actions may help strengthen collaboration in the future.
